Excel Help (online)

I have an excel file with a long list of items that I use in an online game. Each item has different stats(attack, damage, defense, armor). All of this info is in the file. I want to be able to easily create sets geared towards different stats. There are 9 items in a set(helmet, gloves, weapon, shield, etc...). Say I want a heavy attack/damage set capped at a certain level(all items range in level, 1-1700 currently). I want excel(or some other program you think may work better) to show me the best possible combination of 9 items to use.
I have all of the info, I'm just not smart enough to make it do what I want it to do. I also want to be able to easily add more items to the list as they are introduced into the game. Email me and I can send you my excel file for you to take a gander at.

When you receive my excel file: The first sheet has all the items I have currently logged. The second sheet is an example of what I'd like the program to tell me. The yellow highlighted part is the input line. In this example I have said that I want a level 600 set with emphasis on attack and damage. I don't know if those items are actually the best combination of items. I just wanted you to see what I'd like the end result to be. I enter a level and the stats I want, and it spits out the best possible combination of items.

Is this something you can do? And if so, how much would it cost? Thanks much!
